It is oddly worded, isn't it? What was removed was the one-year policy, replaced by three-year policy.
Further confusing things is that this is about the Chart Tools API, which is completely separate from Google Charts. The Chart Tools API is server-side: you provide data in a URL, and it spits an image back. Google Charts <https://developers.google.com/chart/> is client-side, is fully supported, and is what we'd like everyone to use. Bottom line: we are warning users that the Chart Tools API (but not Google Charts!) may stop being supported in April 2015. We're looking into other server-side solutions for people that need one.
