That is *usually* right.  There are exceptions to the rule (like geocoding 
GeoCharts) where data may be sent to Google's servers.  Check the Data 
Policy section for each chart you are using to see what data (if any) is 
transmitted back to Google (examples: 
LineChart<https://developers.google.com/chart/interactive/docs/gallery/linechart#Data_Policy>,
 
GeoChart<https://developers.google.com/chart/interactive/docs/gallery/geochart#Data_Policy>
).
