Actually everything in /maps is compressed your probably running into the issue as why I had to separate things out.
Google Visualization has a timeout built into it that if the map hasn't loaded in about 5-7 seconds it throws an error that it can't load the map because it doesn't exist. Also I got rid of the values being based off 1000 and instead its simple 1 through X in HEX. Texas has 254 counties which is 2 less then the maximum needed for a 2 digit HEX number.
