You can use the hAxis and vAxis ticks options to rename the axis labels 
"low", "medium", "high", etc, if that would work for you.  Ex:

hAxis: {
    ticks: [{v: 20, f: 'very low'}, {v: 40, f: 'low'}, {v: 60, f: 
'medium'}, {v: 80, f: 'high'}, {v: 100, f: 'very high'}]
}
