Is you PieChart supposed to show a sum of each ticket type in the given 
time period (or something similar)?

There are two approaches you can take with this.  In a typical 
database-driven system, you would be able to query the database and have it 
send you the sums.  I assume SharePoint can do this as well, but I've 
learned to never underestimate Microsoft's willingness to release crippled 
products.

If Sharepoint can't do it, or you want to handle it client-side, the 
Visualization API provides the google.visualization.data.group function, 
which will aggregate your data for you.  If that is insufficient, you can 
always manually parse your data and build a DataTable in whatever form you 
need.
