Hmm. This is a good bug/feature request.

So, I have a workaround, but it's kludgey. Basically, what you can do is 
set your datatable (at the rows where you don't want to display the label) 
as: ' ', '  ', '    ', for the titles. So:

 var data = google.visualization.arrayToDataTable([
    ['Location', 'Parent', 'Market trade volume (size)', 'Market 
increase/decrease (color)'],
    ['Global',    null,                 0,                               0],
    ['America',   'Global',             0,                               0],
    ['Brazil',    'America',            11,                              10]
,
    ['USA',       'America',            52,                              31]
,
    ['Mexico',    'America',            24,                              12]
,
    ['Canada',    'America',            16,                              -23
],
    [' ',    'Canada',             160,                              -23],
    ['  ',    'Canada',             160,                              -23],
    ['    ',    'Canada',             160,                              -23]
,
    ['     ',    'Canada',             1,                              -23],
    ['      ',    'Canada',             1,                              -23]
,
    ['       ',    'Canada',             1,                              -23
],
    ['        ',    'Canada',             1,                              -
23],
  ]);

And it will render blank spaces.

I'll file a bug internally to investigate this issue.
