No, it is not open source.  You can contribute 3rd-party visualizations, 
controls, and other tools if you like 
(https://google-developers.appspot.com/chart/interactive/docs/dev/index). 
 You cannot save the API's javascript locally, as this is prohibited by the 
Terms 
of Service <https://google-developers.appspot.com/chart/terms>.
