Currently the AnnotationChart is limited to doing just what the old flash-based AnnotatedTimeline chart did. The datatable is limited to the same format as well, which doesn't allow for tooltips. Next steps will further generalize this base functionality, and unify the datatable format with that of other charts.
The legend is also not yet customizable beyond the current options. There are several possibilities for how to support more options regarding the legend, so I am not sure how we will proceed there. Also, while other charts have legends that are embedded in the SVG of the chart, the AnnotationChart legend is implemented in HTML and has a few different features that effectively merge in the tooltip. Unifying these diverse capabilities will require more work.
