Sorry, but second and subsequent axes will always appear on the right.  You 
can add a line break character ("\n") to the text to force a line break, 
which should work for axis labels, though it may not work in tooltips (and 
definitely won't work with HTML tooltips, where you would need a <br/> tag 
instead).
