You can use the hAxis.ticks option to specify which values you want labels 
at:

hAxis: {
    ticks: [new Date(2014, 8, 15, 0), new Date(2014, 8, 15, 6), new 
Date(2014, 8, 15, 12), new Date(2014, 8, 15, 18)]
}

This will place labels at 12am, 6am, 12pm, and 6pm on September 15.
