the  document.onload = onloadHandler; did not work. Chart was not loaded.

Changed it to the following code

window.onload = function () { 
  google.load("visualization", "1", {packages: ["corechart"], callback: 
drawCharts});
  
  var t1 = 'IndexTitle'
  var t2 = 'IndicatorTitle'
  function drawCharts() {
    drawChart1(t1);
    drawChart2(t2);
  }
}

and it worked.

Also changed
    <script type="text/javascript" 
src="https://www.google.com/jsapi";></script>
to
    <script type="text/javascript" src="https://www.google.com/jsapi"; 
async></script>

and it moved the Google PageInsite from 49 to 89 score. Which is good and 
almost solved what I wanted. Still the Google pageInsite shows
