The frozen version works if the chart html file is hosted on a web server.
However, if a user opens the same chart html file from a local directory, loader cannot load util.css. Chrome > F12 shows: <https://lh3.googleusercontent.com/-NWvm5WC1984/Vdr9zEPsRRI/AAAAAAAAAAk/eHD9h0ybL30/s1600/1.png> The loader fails. This behavior of frozen version (41) differs from behavior of “maintained version” (1).
