This appears to be due to two issues: the 0 value on the vertical axis is
not shown, and the chart area is not being clipped properly. You can force
the 0 value to be included by adding a baseline option: vAxis: { baseline:
0 }, or by adding vAxis: { viewWindow: { min: 0 } }. This is probably what
you should do since you are using a column chart. The main reason we don't
do that by default is backward compatibility.
The clipping problem has been fixed in a recent version. Try using the
frozen v43:
