Is there a way to have annotations along the X-axis of a timeseries chart?

This is similar to what I'm after:

I had a brief look at:

and
https://developers.google.com/chart/interactive/docs/roles?hl=en

but it seems like annotations have to be attached to a data series. Also, I 
don't actually need the annotation text panel. All I need is to be able to 
capture the event on clicking on an annotation icon, and I'll handle the 
rest. So what is the best approach to produce a chart similar to the above?
