I mean you could use the 'interval' role. https://developers.google.com/chart/interactive/docs/gallery/intervals#point-intervals
Here is an example. It does position the points centered in the column: https://jsfiddle.net/3u8m6qcv/ But there is no interaction with interval points, unfortunately.
