Yes it does, the user can choose a range of data to display. You need to 
look at the "Controls and Dashboards" section of the documentation - 
https://developers.google.com/chart/interactive/docs/gallery/controls 

Something you may find useful is the ability to, once the data has been 
downloaded into a datatable, carry out string and mathematical manipulation 
of the table. I did that to the table on http://hmsgambia.org/crewlist.htm but 
there's no reason you can do that when drawing a chart if you need to.
