There is no fixed limit. Since the limits are effectively per client (your
users) and not per server (your site), I'm confident that your web site is
extremely unlikely to hit the limit.

That's a broad legal question. Obviously your local laws will apply, so
strictly speaking yes, there are presumably other restrictions in Hong
Kong. But if I interpret your question narrowly, as I think you meant it,
the answer is no.
