I have a question regarding tooltips on a pie chart.  Is there any option 
that allows you to change the proximity of when the mouse triggers a 
tooltip?  My pie chart has a pie hole of 0.9 so therefore it looks like a 
ring with white-space inside.  In order for the tooptip to be shown you 
must be on the ring which is quite narrow.  Is there anyway to get the 
tooltip to display to by being close to the ring?  I have looked over the 
docs and done many searches and have not found a solution to this.  I have 
included a screen shot of the chart and the tooltip displaying.  Thanks in 
advance for any help / suggestions with this.
