I was playing around with the "Line" style of annotation and found it to be 
useful in some scenarios. I think this feature could be improved by letting 
the Stem.Length attribute accept a "%" value. This value would control 
where the text should be anchored, based on the length of the "Line" 
generated for the annotation. 

For example, It is very useful to attach this type of annotation to the 
domain, but it looks very strange having a block of text floating in the 
middle of your chart. I would rather anchor it at 0% or 100%, than 50%. If 
I attach the annotation to a column, I might want at 50% of the column 
rather than at the ends.
