Hi CGV, this service (Google Image Charts) has been turned off. Its deprecation was announced in 2012, and last month I announced the final schedule for turning it off: see https://groups.google.com/forum/#!topic/google-chart-api/rZtHTyYgyXI
There are many ways to generate QR codes other than Google Image Charts; please see the newsgroups for alternatives.
