I came across this today while searching. My chart allows the user to 
select a date range for data selection with a default range to start with.  
When the max value of any bar is less than 6, the decimals reappear.  With 
numbers greater than 6, no decimals.  I have included the suggested max and 
min settings but doesn't seem to make a difference.  Even when the counts 
are correctly formatted with no decimals, the minor gridlines still appear 
on the chart.

This is pretty elementary stuff, why does Google Charts not provide a 
simple way to do this.
