If self-hosting is an absolute requirement, then you may want to consider 
another vendor, e.g. Highchart's OEM license 
<https://shop.highsoft.com/highcharts/#oem>.

Back to Google Charts: each chart type has a "Data Policy" section on their 
page. (For instance, Bar Charts 
<https://developers.google.com/chart/interactive/docs/gallery/barchart#data-policy>.)
 
For each chart you are considering to use with the internal dashboard, you 
could check its "Data Policy" -- if it's of the type "All code and data are 
processed and rendered in the browser. No data is sent to any server." you 
could ask your client if this is acceptable to them.
