The API is free to use, but you cannot host it yourself whch sometimes gets asked about here. As for data limits, I don't think there are hard limits but performance will drop for very large data sets - tens of thousands of rows in the Google Chart, and they'll probably take a look at what you're doing if there are a lot of requests from a single IP.
