Yes, unfortunately, Google has no way to tell right now if the application
ran on Google App Engine is a robot or not. They could figure it out I am
sure, but also, if they allowed Wave developers higher quota limits for
free, other people might get mad.

I do agree that the quota limits set right now will not be close to enough
when Wave gets released to the public and robots are being used by millions
of people a day, but I guess we have to live with it until Google allows us
to host the robots on our own servers, or increases the quota limits.
