I am working on a Wave implementation that will have public and
private aspects (as in parts of the site contain medical information
accessible only to professionals who pay a fee).  In the terms under
section 8.1 it states:

8.1 Accessibility to Your Wave API Implementation. Should you decide
to charge users any type of fees in order to access to your Wave API
Implementation, ***you must first get written consent from Google,***
and you may have to enter into a separate written agreement with
Google before Google grants you permission to establish any such fee-
based restricted access to your Wave API Implementation (but if you
are a consultant who creates or hosts Wave API Implementations for
third party customers, you may charge such customers a fee for your
consulting or for hosting Wave APIs).

That's all very well, but to whom do we write?
