They haven't fully open sourced it yet. It's a long and slow process. They're working on it. So far they've only released a few (important) pieces, namely the code at waveprotocol.org and some of the api.
Also there are some strict guidelines as to how to submit contributions, so it's not like you can just freely edit their code (except in your own copy). And I don't think that it will be that way, because they need to maintain a certain level of code quality. If they just allow everyone to edit it freely, it will become a mess real quick.
