Escovado, I am not sure if I have your requirements correctly. It would seem that you want to have a combination of embedding and bots. You can certainly embed the wave client on your site ( http://code.google.com/apis/wave/embed/guide.html) and you can create a bot (you would have to use the google app engine for that), the wave client would use the bot to enhance the functionality of the wave client in the manner you are talking about, Have a look at http://wave-samples-gallery.appspot.com/about_app?app_id=35031 for JSON in a bot .
In terms of broadcast to all client, wave can certainly do that, infact waves do more than that, it supports unicast, multicast and braodcast (mind you, I am not taking in terms of networking protocols but participant communications).
