PHP is used by far more than .NET, So it is logical to develop PHP robots first.
I have seen several PHP API interfacing directly the java code release from Google for making extensions. It should tell you that developer community will implement the PHP robots within a few months. I think in this case PHP community will move forward with or without Google. I hope Google releases its own PHP Implementation, it makes life easier for all of us.
