At the moment not possible on either Google Wave or FedOne. ACL's
(access control lists) are part of the future plans.

For the moment, I don't think there are any plans to release a direct
Google Wave API (as in something similar to the Google Docs API). Once
again I think your best bet here is to develop your own Wave infra using
something like FedOne as a starting point.

This is doable now via Robots and Gadgets. However again we are limited
to those with Google Wave accounts.
