If you are running in https://wave.google.com/a/wavesandbox.com/, you will also see a dropdown beside "New Wave" - if you click this, you can choose "New Extension Installer".
>From there you need to point Wave at an Extension manifest URL - basically a path to the XML file that describes a Google Gadget.
