I'm facing the same problem(s ?).
Here's my log error, from the Admin Page :

I think I exactly followed the Python Tutorial. I've uploaded my robot
(called wavebowl.py) and checked it : the page
http://wavebowl.appspot.com/_wave/capabilities.xml
returns :
Error: Server Error
The server encountered an error and could not complete your request.

If the problem persists, please report your problem and mention this
error message and the query that caused it.

Here's my APP.YAML :
application: wavebowl
version: 2
runtime: python
api_version: 1

handlers:
- url: /_wave/.*
  script: wavebowl.py
- url: /assets
  static_dir: assets
