This seems to be bug#278 http://code.google.com/p/google-wave-resources/issues/detail?id=278
changing appengine version will let appengine to serve new capabilities, but wave server will not rerequest it. until this bug is fixed the only way is to start robot with new capabilities is to upload it under new app name.
