Actually the process of getting a sandbox access is different than one for getting a preview account. For the sandbox account Google has provided a process which is indeed for a developer (including couple of questions, etc)
In case of normal preview accounts, Google had limited the number initially. Also the ones who got their ID when it was launched, could invite their colleagues (about 25). Now, some days later these invited users can in turn invite their colleagues... and so on. To get a preview account at present, just search for one who can send you a Wave invitation. Till now the process is going this way. As time passes Google might make a provision for direct Sign Up for a wave ID. Enjoy Waving..!!
