The Wave Sandbox account is a separate account, it is not connected to your Google Account in any way. The Sandbox Account is like a Google Apps network, where only Sandbox Users can see other Sandbox users, but the Preview is connected to the Google Accounts.
Someone can get a Sandbox Account, and not have a Google Account, but you have to have a Google Account, in order to have a Preview Account. Therefore even if you were to export your contacts from one, and add them to the other you will not be able to really connect with them :( What are you trying to do by the way?
