I am getting the same behavior in firefox and ie 8.  Interestingly, when I
go to look at the debug section I get the following information...

In persistentDocument - <?a editable="false" lang?>
In annotations - (1,3) : conv/title=
(5,9) : lang=unknown
(9,10) : editable=false

How do these get set?
