Comment by tamplinjohn: More to the point, if we aren't consistently using svn's merge tracking (which means everyone is using a capable version of svn and we consistently keep svn:mergeinfo proper in trunk), we should always be using --ignore-ancestry since we are keeping track of the merge info ourselves.
Having partial svn:mergeinfo is worse than having none at all.
