Here is some more information. I ran into this problem while testing the plugin against GWT 1.7, trunk, and 2.0 MS1. It looks like whenever we generate the hosted.html we use the timestamp of that file as it was inside of the gwt-dev-PLAT.jar. It would seem to me that we want to touch that file every time it is copied/generated.
