The only reason supporting IE 9 is that Windows Vista is still supported by 
MS and Vista does not have access to IE 10+. But given a ~5% share of 
Vista, supporting IE 9 is questionable. On the other hand, supporting IE 9 
is probably not that painful than supporting IE6-8.
