I agree with Jens, for a person who contributes a lot to the project adding a VM to the setup is not a major problem.
But the people who just want to fix a bug every now and then are not going to go through the hassle. It already takes me an hour and a half to checkout the repo. Having to download a vm will add another hour or so without even considering configuration.
