I use GWT Designer from Instantiations. There's decent support for swapping between hand-writing your code and using the GUI, with some notable exceptions which I won't go into unless someone really wants to know.
I start with the GUI to get a shell constructed and as things get more complicated, stick with the handwriting, only using the GUI as a quick way to visualize what I've just written by hand.
