if you are trying to do this on your own, you will probably need a absolute panel that is placed on the screen based on the screen size (0, 0, max clientx, max clienty). Select a proper style: color and transparency. Now just put your widget or popup on top of this panel. This way the z index of your translucent panel will be between the main screen and your visible widget.
You might also have to put a screen resize handler to resize the size of your panel. I think the gwt incubator has a ready to use widget.
