It means that for <inherits name="foo.bar.Baz"/> there's a 
foo/bar/Baz.gwt.xml resource in the classpath that's an XML file with the 
GWT Module "syntax" (itself defining other <inherits>, <source>, 
<super-source>, <add-linker>, <set-property>, <replace-with>, etc.)
