Never tried it but from the API it looks like to generate a native event 
you need to do:

Document doc = Document.get();
Element myElement = doc.getElementById(...);
NativeEvent ne = doc.createMouseOverEvent(....);
DOM.dispatchEvent(Event.as(ne), myElement);
