GWT 2.9 is already started, you can check it out at current master - you can see the commits and even build it yourself at https://gwt.googlesource.com/gwt/+/master/, or get a nightly build from https://oss.sonatype.org/content/repositories/google/ (i.e. the latest build at https://oss.sonatype.org/content/repositories/google/com/google/gwt/gwt-user/HEAD-SNAPSHOT/ for gwt-user is dated July 3).
Current trunk has some support for Java 10 language features, but until a more stable JDT is released, there will likely be bugs. See https://groups.google.com/d/topic/google-web-toolkit-contributors/DiGNHTKKe6Y/discussion for more discussion on this. There is no plan to remove GWT-RPC from GWT 2.x. Work is tentatively proceeding to include a RPC-like mechanism with both GWT2 and GWT3 support, but it isn't clear if this would be an "official" part of GWT, or how exactly it will follow existing GWT-RPC semantics.
