I honestly have no idea what Netbeans is capable of; I know there's a GWT plugin (no idea what it does) but IIRC it's no longer maintained. Fwiw, I'm personally OK with no JSNI or UiBinder editing support, and debugging from the browser's dev tools, and always prefer running tasks from the build tool (Maven or Gradle), so that wouldn't rule out Netbeans for me (even VS Code could be OK). My personal preference is IntelliJ IDEA though (and the free Community edition fits my needs)
