I would suggest for you to learn a little bit of Java. You can either use Eclipse or just a text editor. The latter will take very little memory. Maybe someone decides to do a visual IDE for GWT. I'm not really sure what's the point. GWT is very easy. I actually started coding on it yesterday and it seems fairly easy. By the way, Eclipse is using 200 MB on my computer... I find that to be fine.
One thing is for sure... I doubt that google will change the language for GWT, specially will not change it to Visual Basic. if you want something more like visual basic, then use asp.net which can be coded in Visual Basic, C# (which is like java,) C++,......
