Hi, I signed up last week, so I assume the limit has not been hit. It can take a couple of days though they say that explicitly on the site.
As to reliablity, can't really comment on that, since I think the best one can say is: If you deploy an app it will work as programmed. Maybe others can comment on reliability, uptime etc. For me, its not production but a good place to test things. Others may be using it for production environments though.
