I just ran in to this problem myself and I found this post on Stack

The solution is to replace these lines in the web.xml file
<!DOCTYPE web-app
PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application 2.3//EN"
"http://java.sun.com/dtd/web-app_2_3.dtd";>
<web-app>
with
<web-app xmlns="http://java.sun.com/xml/ns/j2ee";
xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance";
xsi:schemaLocation="http://java.sun.com/xml/ns/j2ee/web-
app_2_4.xsd"
version="2.4">
