Basically Run As -> Web Application will pick up on war/foo.html but not
war/bar/foo.html. You can work around this by setting the URL manually, but
as I mention in the issue report, there's another bug that means subsequent
Run As -> Web Application invocations will create a new run configuration
with a blank URL instead of using the one you edited. You can get around
*that* by using the run menu or toolbar icon...
