Can i know why do you do not want to use *.cache.html? Anyway, following is what you can try ---
First of all you need to check from no-cache.js file which *.cache.html, the js is using for your target browser and then you can probably get that html and save it as js and use. Remember you will need to remove a lot of html tags from the cache.html files and use it as js. I would however recommend to use the structure as it is.
